As I cannot be bothered to do the research....
Why have Citeh not been formally penalised for 111 odd discretions and Forest / Everton have....I'm guessing it's not the same rule breaks as the latter two are simply "you lost too much money" and Citeh maybe 111 things, but all issues like little indiscretions on paying players in oil. Why hasn't it all marched at the same pace.
I suppose it could be Citeh have better lawyers or because of their model it is a little difficult to actually judge what is, and isn't, a loss.....i.e. they lose £300 million a year but sign a sponsorship deal with Etihad for, you've guessed it, £300M
Why the different pace?

Man City are the major star of a huge international TV programme called the 'The Prem-ear League'.
Forest/Everton are extras in said programme.

That, plus the investigation is ultra complex and won't finish till late 2025. Then City will launch their appeals...
