I'd have thought 'is' was correct but 'are' sounds better.

According to the Guardian style guide:
Bands take a plural verb: Snow Patrol are overrated, Iron Butterfly were the loudest band of the 60s, etc.
I think this is a British thing though - Americans definitely go with 'is' rather than 'are'.
